Suggest Treatment For Small Blisters On The Scrotum

For the second time in six months or so, I have a cluster of small blisters or pimples on my scrotum. The last time this lasted a week or so and they became very sore. They developed into one or two large spots of irritation over time. Both occurrences have been within a day of shaving my scrotum and have occurred in the same place. Would this be indicative of herpes or another skin irritation?
