Suggest Treatment For Small Blisters On The Testicles

My Husband has white headed small blisters under his testicals and neds to know what this is he will not see the doctor. However, his diagnosis is he will not wear shorts in bed. I presume this is not the cause of this problem he had this when he was younger he is 60yrs and needs help. Thank you Regards
