Suggest Treatment For Small Boils In My Penis

I have dots on my penis around the bottom of the shaft and up the under side, they are small millimeters in size and are quite numerous. When squeezed white looking material will sometimes come from the dots. I have had them for a few years but now there is a few more then before. I am a virgin. What do you think they are?
