Suggest Treatment For Small Breast

I'm 17, 5'2 1/2", and weigh 94 pounds or so. Is it normal for girls to have small breasts because I'm a 32a and there are some bras where I don't even fit in that size perfectly. I feel like I'm a girl who's just developing. Will they get any bigger or am I done growing?
