Suggest Treatment For Small Bumps On The Penis

Hi I'm a black guy from America living with herpes and I usually get these red little bumps with fluid around my penis when I get an outbreak....I haven't had a outbreak like the one I described for about 6 months straight without medication...instead I'm getting these light beige spots around my penis with no fluid and they itch pretty bad...The more I scratch them the more they seem to spread...This is totally new to me...Do this condition sound anything related to herpes??? If you like I can show you a photo if you can picture what I could possibly be talking about
