Suggest Treatment For Small Colored Patch On My Chest

Hello, I have had small pencil tip size and color around my chest and when pinched create a few red dots surrounding the area. I have pinched a couple leaving small circular scars bigger a few times bigger than the original small dot. What exactly could this be? These don't itch and there is also a pimple like spot on my left hand that oozed a small amount of liquid material.
