Suggest Treatment For Small Red Bumps On The Back

I've had red bumps on my back since the beginning of August. They come and go on different areas of my back, but never clear up. It's mostly on the back of my shoulders. They're not pimples and they don't itch. What are they and how do I get rid of them?
