Suggest Treatment For Smell And Red Bumps On Penis Head

I just pulled back my husbands foreskin and it had a HORRIBLE odor. Something i have NEVER smelled before. Along with white stuff. We washed the white stuff away and little red bumps were where all the white stuff was. But he said it doesnt hurt or itch and i have no symptoms. What could it be?
