Suggest Treatment For Speech Disorders In Children

My son is 8 years old and has had speech problems since he started talking. He is not of low IQ, just trouble talking. I have been doing research online and I believe that he is tongue tied. He has a heart shaped tongue and a very distinct line straight up the middle of his tongue. Does a dentist treat this disorder or does another type of doctor treat this?
