Suggest Treatment For Spinal Prolapse And Sciatica

I have an injured worker that has been diagnosed as having L3/4 Prolapse with right sciatica. She claims she cannot do any physio as it make it worse, exercise for the same reason, she claims to have been told she cannot have surgery due being aged 40. what plan would you recommend apart form pain management.
