Suggest Treatment For Splotches On Ankle And Lower Leg

my husband is 62, had a red splotch appear on the bottom of foot. several months passed and the "splotches" moved up the ankle and lower leg. now on the both legs. no itching, no up raised bumps, seems to be in pigment of skin. dermotologist gave him cream and support socks, which doesnt seem to help but it is not spreading.
