Suggest Treatment For Stomach Cancer

My aunt has stomach cancer. The cancer is at the bottom of her stomach and is shown in the colon as well, but has not spread to distant organs such as the liver. 1- What stage is this cancer? 2- There is water in the abdomen, so two doctors did not recommend surgery at this point, is this decision sound?
