Suggest Treatment For Sunburn On My Neck

My friend got a real bad sunburn on her neck 9 days ago. The whole area has peeled twice and just within the past day or two, a 2 inch by 2 inch spongy area has raised.....like a spongy lump. She'll be seeing a doctor tomorrow, but wondering what it could be??
