Suggest Treatment For Swelling And Pain In Shoulder

My mom has been taking blood pressure mess maybe a year now. Well a couple of months ago, her ankles and top of feet near her ankles were just a bit puffy/swollen. That seemed to dissipate after a couple days or so. But just a couple days ago, her ankles are a slight blotchy red, and warm to the touch, but do not itch. Could this just be an effect of her medicine?
