Suggest Treatment For Swelling In Lips

my boyfriend shaved his mustache about a week and a half ago. he thinks he used a dirty razor when he started to get razor bumps. i plucked the hairs that were coming out of the bumps. he has very small lips, now his lips are swollen HUGE. what could this be?
