Suggest Treatment For Swelling On Above And Below Eyes

Put my daughter to bed last night with what I thought was her eczema acting up under her eye and gave her some generic claritin. It didnt look too bad though. This morning above and below her eye is swollen and all red. should I take her to see a dr or could it just be her eczema?
