Suggest Treatment For Swollen Ankle Along With Itchiness

My 67year old husband has a swollen ankle and it is also itchy. Both look a little swollen but one is much worse than the other and very itchy. He had a catheter in last week due to taking Benedryl and having bph He started a flomax type med-- then his back started hurting, went to a dr who told him he had arthritis in his spine. Today I noticed the swollen ankles when putting on something to make them stop itching. He exercises regularly. 6 1 and 187 lbs. I'm worried this water retention caused some kind of heart issue too?
