Suggest Treatment For Swollen Tissue Inside The Nostril

I had a septoplasy plus turbinate reduction surgery over 2 years ago because I was having difficulty breathing, mostly out of the right nostril, and severe sinus headaches. But after 2 yrs of healing I'm still having problems breathing, but worse. Now I can't breathe out of the left nostril and it feels as tho the tissue inside my nose is swollen all the time. I'm constantly sniffling and I've now started snoring. What are my options at this point? Over the counter medications or another surgery? Please help.
