Suggest Treatment For Thrush On The Penis

i am a diabetic i have a problem with what i have been told is thrush on my penis. I can do things to soothe it but nothing seems to cure it. I have taken a three day session of diflucan on two occasions. nothing seems to cure it, only soothe it what should i do to get this cleared up or how can i be sure it is thrush?
