Suggest Treatment For Tight Frenulum On Penis

hello sir i am a 26 year old male , i had very tight attached frenulum to my penis head and when it is in pressure it is very painful i cant roll back my skin, and i had phimosis as well. second problem is my penis is bent radically downwards when in complete form. so can u guide me what is the best option available.
