Suggest Treatment For Urticaria

My 14-year-old daughter has once again broken out with urticaria. At times through the breakout she will have angiodema as well. The normal routine is it will last 8 weeks and then go away. we've seen general doctors, allergy immunologists, gynecologists, everyone I can think of. no one can answer that like clockwork, for the past five years, every 11 months (almost to the day) she breaks out for eight weeks and then it goes away. It's so frustrating. I would love to take her to a specialist that deals with urticaria but so far have not been able to locate one. Any suggestions?
