Suggest Treatment For White Colored Pimples Under The Eyes With Dark Circle

i have noticed that i have these white pimple looking things under my eyes. I researched it on the internet and it said it might be milia. I also have very dark circles. Can you please tell me what treatment I could use to help me with this issue. I have fairly light skin and i'm 31 years old.
