Suggest Treatment To Get Rid Of Red Rash On Both Sides Of Head

I have a red rash on both sides of my head (above the temple). This was caused from using minoxodil and then scratching at the area where minoxodil was applied. I do not use minoxodil anymore, and I never will again. It has been almost 5 years and the redness has not subsided. It isn't itchy, and it goes a light pink colour when sunburnt.

I have used two different steroid creams, however they do nothing. would you recommend some sort of laser treatment or perhaps someone else has had this problem and used a cream to fix it.
