Suggest Treatment To Impede Hair Growth On Body

Ever since I can remember I have had a rash like symptom from my knee down to my ankle of my leg. They are quite red and look like ingrown hairs but they are everywhere... I have tried waxing, senstive hair removal cream, shaving, nothing seems to be working... I am an 18 year female so its hitting hard on my confidence and just want normal legs again..
My body hair grows at quite a rapid rate as well. I can wax my legs and the hair will be back within the next two or three days.. I have P.C.O.S So i think that explains that. But is there anything I can take that will prevent my hair from growing at all or slowing it down.
