Suggest Treatment To Lighten The Pigmentation Above The Upper Lip

What procedure can be done to lighten my pigmentation above my upper lip (not facial hair)? I've tried bio oil, fade out cream and microdermabrasion, nothing has helped. I went to my GP and their advice was to use sunblock on the area and self tan the rest of my face! I would like a permanent solution. from 35 year old female.
