Swollen Eye Lids, Both Upper And Lower, OS Only, Esp

Swollen eye lids, both upper and lower, OS only, esp area between puncta and nasal bone, did not respond to 10 days of steroid drops nor to a course of Augmentin ( antibiotic).
This has lasted for a month or more.

Also: both eye lids occasional flaming red ( no allergies)
