Thank You For Your Help. I Have Had Throat Problems

Thank you for your help. I have had throat problems since 2012, and the cancer screenings showed there was no cancer. I also have two herniated discs, pinched nerves, and arthritis in my lower back, which was revealed by an ex-ray. Not only is there pain associated with this, but my right leg twitches when I lay down for bed, which makes it hard to fall asleep. My health insurance is Blue Essentials through Blue Cross Blue Shield in South Carolina. Would I qualify to be prescribed Neurocet?
