There Is A Small Ball Of Excess Skin Attached To

There is a small ball of excess skin attached to the scar left from when I was circumcised. It sticks out from the penis quite a bit as opposed to being a bump in the skin. It's completely separate apart from a thin part of skin attaching it to my penis. It's been there as long as I can remember but recently can become raw and painful and to be honest it's not very aesthetically pleasing either... What is it? I assume it is just skin but I don't know for sure. Can this be simply snipped off by a doctor, as well?
