This Is Mostly A Medical Ethics Question, But Maybe More

This is mostly a medical ethics question, but maybe more than that. The full details are too long to list here... I can provide more but not sure how this site works. I work for a doctor (GP) in a remote, rural community. The Dr is well established and medically very respected. There have been a few persistent rumours over the years of him spending too much time doing physicals (including sports physicals) on teen-aged boys. Most folks ignore it as it started (we think) from a disgruntled employee.

HIPAA rules obviously prevent me from asking any parents about the exams of their sons, and no one has said anything to me. One rumor includes "sore testicles" after examinations. This is pretty specific for a rumor and the source is not very credible with no first hand information.

I not not sure how to proceed in a situation like this. I absolutely do not feel I can report anything, as I have nothing to report, and have observed nothing unusual while working for him nor heard from anyone credible.

The other issue deals with what is actually common in (1) a sports physical, and (2) a full physical with teen-aged boys.
