This Morning My Girlfriend Noticed What Looks Like A Popped

This morning my girlfriend noticed what looks like a popped blood vessel in her eye and later on noticed what appears to be a small red bubble or blister on it. Is this cause for concern? It's not bothering her or uncomfortable but does look like it has spread a bit since she woke up.
