Today I Noticed My Mother Has A Puffy Area Near

Today I noticed my mother has a puffy area near her right collarbone. I pushed on it and it easy compressed and then puffed back up. There is a smaller one near her left collarbone. I am wondering if she is retaining fluid. She has poor circulation, coronary artery disease and asthma/COPD. Is she in any imminent danger?
