Twice A Year One Of My Elbows Developes A Small

Twice a year one of my elbows developes a small round sore spot and then a totally round area of skin will peal and then scab and then about two to three weeks later the other elbow will do the same thing. What do you think would cause this? They are not dry in fact the skin that comes off is very moist.
