Urine Test Done For Check Cystoscopy Of My Mother Aged

Urine test done for check cystoscopy of my mother aged 70+... A year back a small tumour was removed from her bladder...it tested positive for grade 1 carcinoma....since then every 6 months this check up takes place...this time the urine report show 6-8 epithelial cells and 1-2/hpf pus cells...other factors are nil...does this indicate a new tumour again?
