Using Fluoridation. Rough Looking Reaction On Face With Bleeding Sores

Using fluoridation. Rough looking reaction on face with bleeding sores and places that , appear, to be abrasions. Face covered with areas of irritation. Can't get nurse or Dr. to call me back. Drs. Instructions don't mention anything but to apply sparsely, every other night. Am I missing something?
