We Have A 14 Yr Old Foster/adoptive Child Who When

We have a 14 yr old foster/adoptive child who when he was about 5 got kicked in the head by a horse. He nearly died and had to have surgery on his skull he has a metal plate on the front right side of his skull. Should that be removed now and could that cause him to have issues making connection on simple things?
