We Own A Rental Home. The New Tenants Moved In

We own a rental home. The new tenants moved in one week ago, the started getting bites and now are pretty sure it is bed bugs. The last tenant moved out this past November. She did leave her bed in there. I just spoke with her again and she did not have any trouble there. Could bed bugs be in the house now or did the new tenant bring them in?
