What Are The Blisters Filled With Liquid On Top Of Penis Head?

Hi, on the top of my penis head, I've got little red pimple like blisters that has clear liquid in it. they're very small and wondering what it is. It goes away for a while then comes back again. Can't be an STD unless a ghost did me while I was asleep.
