What Are The Chronic Painful Cuts On The Palms?

My father is 54 years of age. Since the last two years he has been having this problem. His palms have been suffering from some kind of infection, where there are sort of cuts in the hands & they pain a lot at times. We have shown to many skin specialists but no effect. I think its because of the heat as it pains more during summer but it exists all the year round. If anyone can please tell me what this condition is & its possible remedy, I would be thankful.
