What Are The Skin Tag Like Bumps On My Vagina?

What growths can occur on a vagina that isn't a wart? or hpv related?

i have these growths that look like skin tags but at the touch are itsy bitsy individual fuzzy things. I dont have insurance so i couldnt get more answers or tests. However, all the doctors i ahve seen said that these are normal growths that some people have. And out of all their year of diagnosing warts they said it doesnt look or take on the patterns of one.

what could it be?
