What Are The Symptoms And Treatment For Skin Tags?

Is it possible for 13 year old thin girls to get skin tags? I noticed what appears to be one on my daughters upper thigh on the back of her leg. She is 98 pounds and healthy. I always heard skin tags were often found on those with weight issues so I was concerned.
