What Are The Symptoms Of Paraphimosis?

My vizsla recently developed a penile problem in which it will come out of the sheath but he is not able to get it back in on his own for the most part. Sometimes he is able to. But the skin gets rolled up under itself, catching the penis outside the sheath, causing it to swell and him to lick it obsessively. Most of the time, I have to help him roll the skin back out and get the penis back into the body. Is this Paraphimosis?
