What Can Be Cause For The Marks On The Legs?

My mother who is 50 years old is having black marks on her legs since one year ago. She is taking treatment from a skin specialist, but after sometime they appear again. There is no improvement in her condition.
Can you please suggest me any allergy test related to this problem? It will help us in finding out the real cause of this problem.
