What Can Be The Reason For The Pimple Like Appearance In The Arms?

since the birth of my second child 2 years ago, I have developed a raised red pimple rash on the tops of both arms. It doesn't itch and isn't sore, just looks unsightly. Someone mentioned Rosacea, but I understood that to just be limisted to the face. Do you have any idea what this might be and if there is anything I can use to correct this?
