What Can Cause Headache And Short Breath?

my nephew is having a hard time being diagnosed. he gets hot, then gets a headache, breaks out in hives and has a hard time breathing. they gave him an epi pen but his occurances are coming more frequent where he's been rushed to ER and they have no idea what is going on
