What Can Cause Itchy Rashes Around Neck?

My 18 year old nephew has a rash around both sides of his neck (not round the back and not really round the front) that look like large bites some of which have small white centres to them. He also has a large red rash behind both ears. They are all extremely itchy. Can you help diagnose the cause of these please.
