What Can Cause Rash With Bumps On Upper Area Of Body?

I just noticed a red bumpy rash (no white heads) all over my son's back and upper chest. He has been complaining about leg pain for a couple days now and had a fever two days ago. He also has diarrhea? Any idea what could be causing this and should I take him to the doctor right away or just book an appointment
