What Can Cause Small Red Blotches On Skin?

i noticed a while ago a small red blotch on my bicep and forearm. I ignored it and the next week therewere more. I figured it was an allergic reaction, so i changed everything i was doing. yet they continued to appear. I used fungal cream (lamisil) and nothing happened. i then noticed that it was on both arm and both of my legs. a few weeks went by and it looked as if it were healing . the middle of the red blotches began to turn my normal skin color. it almost looked like a ring-worm or bed bugs bites. what I thought was healing was scaring. now im seeing more red blotches. I need help. do you know what this might be?
