What Cases Swelling Of Face And Eyelids?

My daughter is 13, 5'4, 116lbs. Since jan. I have noticed that her eyelids are swollen actually all around her eyes, and even her face seems swollen, she says there is no pain or itching, no redness,just swelling that never goes down, what could this be?
