What Causes Fordyce Spots On Lips And White Spots In Mouth?

I have what I believe is Fordyce spots on my lips. I have developed similar white spots in my mouth, under my upper and lower lips, and on the insides of my cheeks from the creases of my mouth to back near my molars. My PCP said she didn't know what it was, but not to be concerned since there is no discoloration or bleeding. however i am. I have tested negative for STDs. They are painless, no swelling or redness. Looks most like canker sores, but have been present for nearly a month now. I have recently started smoking heavily; was about a pack a week. now up to 3 packs a week. Any correlation? Any ideas?
