What Causes A U Shaped Raised Area On Upper Arm And Mid Chest?

horseshoe shaped red raised area on my upper arm. it has come up before. I went to a dermatologist and was given some cream but no diagnosis. the cream didn't helped it eventually went away. at the same time I get the horseshoe shape on my arm I also get a raised area between my breasts.
